亲爱的朋友们, 

Dear friends, 


值此世界艾滋病日,我向大家致以问候。全世界正面临疾病大流行的冲击,我和大家站在一起。 

Greetings on this World AIDS Day, and my solidarity with all around the world as we confront the impact of colliding pandemics.  


今年,世界各国就一项大胆的计划达成共识。如果各国领导人们能够完成这项计划,艾滋病将在2030年终结。这多么激动人心。 

This year, the world agreed on a bold plan that, if leaders fulfil it, will end AIDS by 2030. That’s so exciting.  


但是今天,我们联合国艾滋病联合规划署,发出一项严厉的警告。艾滋病依旧在流行,警示的红灯正在闪烁。只有终结加剧流行的不平等现象,我们才能战胜艾滋病。 

But today we, as the Joint United Nations Programme on HIV/AIDS, issue a stark warning. AIDS remains a pandemic, the red light is flashing and only by moving fast to end the inequalities which drive the pandemic can we overcome it. 


在世界上的一些地方,国家领袖们行动果敢,汇集尖端科学技术,提供可满足所有人需求的服务,保护人类权益,同时维持资金充足,在这些地方,艾滋病导致的死亡和新发感染正变得越来越少。 

Where leaders are acting boldly and together, bringing together cutting-edge science, delivering services that meet all people’s needs, protecting human rights and sustaining adequate financing, AIDS deaths and new HIV infections are becoming rare.  


但这种情况只发生于世界的少数地方和少数的人群中。 

This is only the case in some places and for some people. 


与不平等进行斗争不仅是终结艾滋病的最有效方法,它同样适用于应对新冠肺炎疫情,不然,我们也将难以终结新冠肺炎,同时,我们也将对未来的流行疾病毫无准备。这对我们所有人来说都是极其危险的。 

And without the inequality-fighting approach we need to end AIDS, the world would also struggle to end the COVID-19 pandemic and would remain unprepared for the pandemics of the future. That would be profoundly dangerous for us all. 


在新冠疫情发生以前,艾滋病工作一度已偏离正轨。由于新冠疫情危机的持续蔓延,艾滋病防治、学校教育、反暴力项目和其他多项工作均受到了影响,艾滋病应对工作取得的进展如今日趋萎缩。 

Progress in AIDS, which was already off track before COVID, is now under even greater strain as the COVID crisis continues to rage, disrupting HIV prevention and treatment services, disrupting schooling, disrupting violence prevention programmes and much more.  


按照目前的发展轨迹,局面还没有被足够迅速地扭转,艾滋病流行仍将持续数十年的风险仍在。我们必须加快行动,采取由联合国成员国制定的一系列切实措施,以解决加剧艾滋病流行的不平等现象。 

On our current trajectory, we are not bending the curve fast enough and risk an AIDS pandemic lasting decades. We have to move faster on a set of concrete actions agreed by United Nations Member States to address the inequalities that drive HIV.  


通过抗击流行病,我们学到了很多东西,关于我们应对艾滋病以及所有大流行疾病所真正需要的东西。 

Through fighting the pandemic, we have learned a lot about what we need more of for AIDS and for all pandemics as well. 

 

我们迫切需要足够的社区参与主导工作,并建立足够的社区基础设施以组成强大的公共医疗系统,并由民间社会提供强有力的监督。这是先决条件。 

We urgently need sufficient community-led and community-based infrastructure as part of a strong public health system, that‘s underpinned by robust civil society accountability. This is a prerequisite. 


我们需要政策的支持来确保科学技术以公平和可负担的价格得到普及。 

We need policies to ensure fair and affordable access to science.  


每一项新技术都应当立即惠及每个需要它的人。 

Every new technology should reach each and everyone who needs it without delay.  

 

我们应当保护我们的卫生工作者们,并增加他们的人数以满足我们的迫切健康需求。 

We need to protect our health workers and expand their numbers to meet our urgent health needs.  


我们必须保护人权,建立人们对卫生系统和所有公共系统的信任感。

We must protect human rights and build trust in health systems and all public systems.  


以上这些措施将确保我们消除不平等差距,终结艾滋病,但是它们经常实施得不均衡,得不到充足的资金支持,也不受重视。 

It is these that will ensure that we close the inequality gaps and end AIDS. But they are too often applied unevenly, are underfunded and are underappreciated. 


值此世界艾滋病日,我向身在一线的社区致敬,他们身先士卒,开创了最有效的工作方法,推动了变革的势头,督促领导人勇敢前行。我敦促你们,活跃的社区:请继续加油。 

On this World AIDS Day I salute the front-line communities who that have pioneered the approaches shown to be most effective, that have driven the momentum for change and that are pushing leaders to be bold. I urge you, active communities: keep pushing.  


世界各国领导人们,让我们立即紧密合作,应对面临的这些挑战。我敦促你们:勇敢向前,践行你们的承诺。

And world leaders, let us work together urgently to tackle these challenges head-on. I urge you: be courageous in matching your words with deeds.   


我们别无选择,必须终结今日蔓延的艾滋病疫情,并为未来新的大流行疾病做好准备。找到正确的方法,我们就能实现这两个目标。但是到目前为止,我们还完全没有走上实现目标的正确轨道。 

There is not a choice to be made between ending the AIDS pandemic that is raging today and preparing for the pandemics of tomorrow. The only successful approach will achieve both. As of now, we are not on track at all to achieve either.  


战胜阻碍我们前进的不平等现象,我们就能兑现2030年终结艾滋病的诺言。未来在我们手中。 

If we take on the inequalities that hold back progress, we can deliver on the promise to end AIDS by 2030. It is in our hands. 


时间每过一分钟,就有一个宝贵的生命因艾滋病而逝去。我们没有时间了。 

Every minute that passes, we are losing a precious life to AIDS. We don’t have time.  


让我们一同解决不平等问题,终结艾滋病,预防未来疾病大流行。 

Let’s tackle inequalities. Let’s end AIDS. Let’s prevent all future pandemics.
